The FDCPA can be found on the Credit Laws section of this forum. I have not found any law that states that debt collectors EVEN HAVE TO VALIDATE.

The only thing that I found is this. Once a debtor asks for validation, a COLLECTOR may not attempt to COLLECT the debt in any way until HE PROVIDES validation. That means that he cannot call you and demand payment, he cannot send you letters requesting payment, he cannot sue you (although some do anyways), he cannot enter it on your credit report.

That is the way I understand it but there is no time limit on when he might provide validation. He just cannot try and collect until he does provide validation and if he sues and hasn't provided validation, you may then countersue him for FDCPA violations and use that to have the case dismissed.
