I don't think you're missing anything, catballou. In Cook County, Illinois, the filing fees are very steep. What is even more unfair is that if you file an appearance, you are automatically submitting to the jurisdiction of the court. So you have to attack jurisdiction (called a "special appearance") prior to filing an appearance. If you are unsuccessful, you have just essentially submitted to jurisdiction and have to argue your case on the merits. I could be wrong, but I think you may have to pay the filing fee even if you are making a special appearance.
