The collection agency was lying and bluffing. They cannot shut down your webpage, they cannot freeze your accounts until you are sued. In addition, if your creditor still has possession of the account and merely assigned the account to the collection agency to collect for them, then no, the collection agency cannot sue unless it is by permission of the creditor. No creditor can shut down a website legally unless they have rights to that website such as they are the domain hosts, they have performed services and continue to perform services for the website.

Collection agencies will lie if they have to to frighten you into paying when they don't have a strong case to make you pay.

What you can do is this. Start recording the calls and the abuse and you can write a couple of letters. One to the BBB, one to the licensing board or the Secretary of State in charge of the licensing of the collection agency if your state requires licensing, one to the FTC, and one of course to the creditor who hired these clowns.

I bet the creditor is not aware that the collection agency that they hired is making terroristic threats. Yes, threats to shut down your website are terroristic, especially if they have no legal standing or control over the website. If they have no legal standing, then their threat could be interpreted as terroristic in how else could they accomplish their means except attempt to maliciously hack your site and shut it down through worm or virus. I mean what else would a reasonable person assume in the face of such an obvious threat.

Was the collection agency threatening hacking your site, vandalism of your website especially if they have no access and control to your site.
