ca filed suit before giving 30 notice

We live in PA. A collection agency filed a Civil Action Notice in small claims court against my wife without prior notice of them aquiring the debt and giving her the oportunity to have the debt validated.
This is for an old credit card debt.
Is this a violation of the FDCPA? If so what should we do next? Also we want to thank everyone for answering our earlier post.
