legally they cant. which means should they choose to..u would have to go to court and prove what the money is and get it unfrozen or back if they took it. see the law dont mean a lot to these people. changing banks just saves u some hassle. up to u..how much u want to deal with and fight over. just cause its illegal to do something dont mean it wont happen. just means hopefully months or years later u can win it back.
