NCO Letter and calls

I had an account with capital one that I closed in feb.02,when I went on disability.The cap 1 disability insurance was suppose to make a $200.00 payment in aug.02.This was not paid until june of 03.So I was charged interest on the full amount instead of the lower amount.This also resulted in overlimit charges,which I would not have had if this was paid on time.I sent crrr letters to both cap 1 and the insurance co. with no response.In nov.03 I received a letter and constant phone calls from RMA(houston tx.)I told them what the deal was but they kept calling.Now I just received a letter and phone call from NCO.Told them what the deal was and he said(well how much do you claim you owe) I did not answer,just told him I would be sending a validation letter.Did I handle this right? What is my next step? I feel I should owe about $300.00-$400.00 at the most.Letter claims I owe $954.00.Should I sent a validation and C&D letter or negotiate a payment?I am on ssdi and have no assets.Or should I just ignore.Also,the NCO letter had 2 different addresses,baltimore and philadelphia.Which one would be correct to send letters to?
