That guy needs to file under Federal law if state law is so wishy-washy.

The difference of a debt buyer becoming a creditor hinges (I believe) on whether the debut was bought before or after deliquency/charge off. If before -- creditor. If after -- debt collector.

That post was a verbatum copy of that Section of law.

The Judge's ruling on the other fact of a debt buyer being a debt collector was just that -- a Judge's ruling of on the law.
