Yes, that is true, however, IF a CA debt buyer insists it is NOT a CA but an OC because it has purchased the debt, they are in deeper doodoo, because the laws covering them are much more stringent in both State & Federal Business Practices and Privacy regulations. So if A$$H*LE wants to be considered to be an OC, then they are subject to ALL the listed Federal rules, as well as any State Fraudulent Business Practices Statutes.
