SOL letter & "Debt Purchasers"

Do I write the SOL letter to these cannibals calling themselves "Debt Purchasers." An earlier WA post hinted that "Debt Purchasers" were exempt from laws governing Collection Agencies, and the SOL letter mentions FCRA & FDCPA? Thank You, -Confused
