I disagree.

In Washington state--if a CA purchases a cc debt and gets a signed and notarized "affidavit of sale"--they own it. They have the same, full legal rights given to the OC's cc agreement. They can charge the same high interest rate called for in the signed cc agreement.

The CA does not get the tax write off, because the "profit & loss was incurred before the OC sold the account to the CA."
