12 year old California tax lien

My son-in-law has a 12 year old tax lien showing on (only) 1 of the three credit reporting agency files. This is making it impossible for him to buy a house and he was told by a CPA that there is a 10 year Statute of Limitation on California tax liens. Can anyone verify this and/or reference chapter and verse so that he can insist that the credit agency remove it from his records? Thanks,,,
