They make settlement offers for sound business reasons. 50% of something is better than 100% of nothing. These are unsecured loans with nothing to fall back on other than a lawsuit which gives them a piece of paper from the courts (judgment) that they are unable to enforce 80% of the time. So they may very well have all the paperwork to prevail in a lawsuit, but a paper judgment is still worthless much of the time, and it costs hundreds, sometimes thousands of dollars to obtain.
