Can CA calls to non-debtor be considered telemarketing?

We are getting a lot of calls from Ca's in regards to my daughters debt - the same ones call repeatedly. Calls come up on caller ID as "Out of area". We have told them she does not live with us and can not be reached by phone. We give out her mailing address and ask that they do not call our home again. They call and leave messages during the day anyway and they call during dinner. We are tired of the harassment. They have used up their 1 call for info under the FDCPA and as far as I am concerned they are now in violation of the law and should be fined for the abuse.
