This sounds like dream legislation for the banker-collector-wanker kleptocracy yet for the moment it's just their pipe dream.
Scumbag collection scammers need to obtain a judgement first, then compel you to disclose your asssets, then get a judge to allow them to attach these and that does not include an IRS check, at least not directly from IRS into their greaszy gleet-encrusted little claws.
Forget it. Their usual too-clever-by-half threats disguised as 'special offers'. CA's are nothing but a criminal cartel hiding behind the facade of 'collections professionals'.
Fight them to the death.
