I don't think she can do a lot about it legally speaking, but calling the credit card companies and telling them what is going on might help some if they will listen to her. Maybe they will and maybe they won't. However, if her husband finds out about any such phone calls, he might make her wish she hadn't done that. She isn't in a good position at all.

a family relative's husband is on a spending spree and his name is the primary name on almost all of the cards. How can his spouse close these accounts before her husband gets them into unmanagable debt???
