Expired debts

How do I know if my credit card debt is expired? I read in one place that the statute of limitations for my state is 4 years. When do I start counting the 4 years? Is from when the debt first became delinquent? One of my accounts was just turned over to a collection agency ao I am trying to arm myself with as much info as possible. Can someone explain expired debts to me as if I am a 10 year old?
