Banks holding your money on out-of-state checks

I really don't agree with the law - or can't understand
the law that says banks can make your money not available
if the check you are depositing is from a bank. If it
were a $10 check from an individual from out-of-state
I could maybe understand it. But to charge you $20 fees
for overdrawing 3 days after you have deposited a ck.
