If this person is harassing you over the telephone, then call the phone company, explain the situation (no details - just that you are receiving repeated unwanted calls), and see if they will waive the fee for changing your number. Even if they charge you, get the number changed anyway, and specify that the new one should be unlisted. If there have been any actual threats of violence, etc, then mention that to the phone company, and report it to the police. They probably won't take it very seriously, but it may be a good idea to file a police report to help back up any future action that you may take. If there have been any theats by snail-mail, then report it to the postal service. If there are any indications, attempts, etc, regarding this person possibly coming over in person and harassing you at your home or workplace, then you may wish to consider filing for a restraining order, which is basically a court order telling them to stay away from you. Be prepared to explain and show evidence for why this is justified. "Confronting" this person is probably NOT the solution. Confrontation is the problem here.
