In the sea and lakes the creatures that crawl on the bottom and live off the waste products of others are called bottom feeders. In the collection agency industry the same thing applies. Thee are the CA's that buy data lists or glean them from a list obtained from the CRA's and do not actually "have" the accounts they are trying to collect on.
