Validation b/c I refused to answer the phone?

Collect America LTD. has one of my charged off MBNA accounts. I have refused to speak to them and have filed complaints with the BBB, FTC and AG's both in the 'rent-a-lawyer's' state and P. Scott Lowery's. They finally got the message about calling and work and home when they called a neighbor (already knowing full well where I lived and the phone number) and told them that it was an emergency that I call them. the elderly couple was frantic to find me. That get the rent-a-lawyer a call from the local police and a warrant for harassment in his state (nope not admitted to practice here - already checked). The latest is that I got a letter stating that since I won't talk to them they will conseder the debt validated and proceed - been threatening to 'proceed' for months, no action yet. My question is what does this 'validation by refusing to answer' mean. I see varying notes on sending validation letters - yes and no - so I haven't sent one. Is this yet another scam or something I need to answer? I have no intention of paying $$$$$ to a CA that paid pennies but wants the total plus charges and can't get a charge off removed!
