Why Chat,

I don't know if this is more complicated than what you want to hear, but anyways:

My girlfriend lives in my old apartment, and periodically picks up my mail from my PO BOX. All my creditors only have my PO Box, not my street address. So, notice on the door ain't gonna work.

If a certified letter is sent to my PO Box, they will have to leave a slip asking me to collect in person. If my girlfriend tells me it's from a court, I can pick it up myself, (I visit her every month), and immediately file an answer. If it is not from the court, I do nothing, and it goes back to the sender with 'undeliverable' after 14 days. It does NOT go back as 'refused'. Is this a valid statement? Thanks much!
