Capital One Westmoreland - Please HELP!!

I live in Iowa. I received back in July a letter from Capital One Westmoreland trying to collect a charged-off debt from 1995. I received advice from this forum to send a cease and desist letter, which I did. I even got the green stub from the post office as a proof that they got my letter. I checked my credit report and the charges are not there but now they're calling every week. What can I do to make them stop? Is there any law that prohibits them to call me after I sent that letter? Anything I can do?
PLEASE HELP ME OUT
