It's quite normal for a CA to "settle" and then report the balance.

Unfortunately, it is legal too, unless you have a signed agreement that the balance is not to be reported. Some have tried to incorporate terms of not selling balance to another CA, but that doesn't work -- something about restraint of trade or something is the argument.

Is it acceptable ? NO! NEVER!

The money you sent is all ready lost, don't compound it more. Ignore them, file complaints against them. Force them into a violation and then sue them!!
