Crap 1- partial write off

On my CR Cap 1 has it listed as 180day as of 6/2000 but then it lists it as partial write off $419.00 written off $680.00 past due as of 2/2004. What is going on is this in the SOL or not? Im in California.

I also keep getting those get a new cap 1 card for your $680 charged off account (I'd never do it)I have read the small print and it says you will start the SOL over.
