Another ? of questions re: settlement...

I must say this business of CA is mighty confusing. I contacted OC 3 times and they told me that once I made a settlement with CA that it would be sent to them and then they would issue a 1099c and close the account...she(OC) even told me what my CR would read. Does this mean that the CA was assigned? or did they buy my account?

My credit is already horrible...so how much more could this hurt it?

I am so confused!
