Will a $1,000 fine really stop a collector (FDCPA)?

It seems to me that if a collector is after you for a significant amount of money they wouldn't let the measley $1,000 FDCPA fine stop them. They might even just go ahead and take the loss but win the rest of it in court.

Any feedback on this?
