Is this a bad idea?

I have about seven credit cards, all past due by about 90 days. I have tried payment arrangments but they all want too much money. Would it do any good to send them a letter basically restating the terms in my terms...for example. "I will pay you x amount of dollars on x day of the month for x interest rate. If I do not recieve a notice from you within x days then I will assume that you have agreed to these new terms".
I know this sounds ridiculous but it is exactly what they did to me when they raised my interest. Can't I do this to them in reverse? At the least if they sue me and I go to court it would be proof that I have attempted to pay the debt.
Is this a bad idea?
