Is this a violation of something

Feb 17 - Received first correspondence from CU of debt and secured collaterial (CU repossessed and disposed)for loan dating back to Dec.1999. Stating only to please contact them in the near future to make arrangements for repayment of debt. NO MENTION of turning this over to a attorney for collection.

Feb 26 - Received formal letter from an attorney stating his office had been requested to collect a debt from my daughter to their client. 30 days to respond.

We were just going to contact the lender when this attorney letter arrived. Doesn't the lender have to give us sufficient notice to dispute or work out payments for the supposed loan before turning this over for collection. There must be some law or statute that gives a little time to respond???
