Going to negotiate settlements

I have an interesting question. It looks like some people are getting settlements in the range of 40%, some as low as 35%. My question is for example: CC company writes off $1000 in bad debt how much do they get back in taxes? If they get back $250 then that would be 25% of the debt, so you could start the negotiation at 25 to 30%. Would be good to know that % for negotiation purposes.
