Some "non chex-system banks" lists will include Union Bank of California, but believe me, they DO run a chexsystem check on you. I got with them the MINUTE another bank said they were going to close my account and then 30 days AFTER I was with Union Bank they sent me a letter saying they were going to close my account because of what they found. Sigh.
