According to a friend of mine who does mortgage loans for a large bank (5th3rd) they do look at the balance and if it is paid. He has told me that collections left not paid will cause him to turn a application down. Collections that show a zero balance is important. Just my 2 cents. I know personally I recently refinanced having had several collections listed as paid.
