Sherman Acq. won't give a pay off letter

We recently paid off a debt to Sherman Acq. that was being handled by Northland Group. The credit bureau will not accept our pay off letter from Northland to update our report and say we must get a letter from Sherman. So we called Sherman, but they won't give us a letter. They say they are not allowed to because they are not an actual collection company. I think this is a bunch on BS and have been told by the credit bureau that they get letters from Sherman all the time. I don't understand why they are giving us a run around. Any suggestions. We are in escrow right now and are short on time.
