I do not believe an arbitration award could EVER be considered 'proof' of the debt required for validation. What does it prove ?? Nothing ! All it proves is they have a piece of paper, from the NAF, that SAYS you owe and that was 'awarded' by a NON-JUDICIAL entity. An NAF award is NOT equivalent to a judgment ! They might take the award and turn it into a judgment, but if that has not happened, it does NOT bear the weight of a LEGAL judgment - they can't do squat with it.
