Anyone know about "illegal signings" re CC's?

Ok so I get this email, one of many spams, that says some things about 97% or so of CC companies utilizing illegal methods and practices regarding their accts, and that companies who employ these practices can wind up being legally coerced into wiping your acct clean. Of course in order to get this information these people want $100 to tell you about it. Anyone ever seen this or know what the real story behind it is?
