NCO and Cap1

Here is my story.I had a cap1 cc that I cancelled in feb.02 because of disability(I am not working and am on ssdi)CC insurance paid minimum payments from march02 until march 03.After that I owed about $400.00.CC insurance was suppose to make a $200.00 lump sum payment on this in Aug.02 when I went on permanent disability,which would have left me a $200.00 balance and I would have paid off.I called cap1 and they said I would have to fight it out with ins.company.Insurance co. said they would check into it.After getting no results from either one,I sent crrr letters to both.Never got a response from either one.Nothing has been paid on this since march 03.In sept.03 I started getting calls from RMA and I told them the story but they kept calling.Now I got a letter from NCO a month ago,and a call.I had until march 3rd to send a verif. letter(which I did not do)Now today I got 4 calls already,which I did not pick up.Out of area on caller ID(I thought there was a new law that they had to put ph# on?In the mean time I also did 4 payday loans(which are due and I cannot pay off at this time-had to borrow to pay Dr. and meds)I had thought about filing BK, but do not think this will discharge payday loans.I only owe around$4000.00 total on all my bills.What can anyone recommend to me?Will a c&d letter stop the calls and what advice on payday loans?Total they say I owe on CC is $950.00.
