What's 'Notice of order to show cause'?

Hi all,
I was served with paper end of last year which I replied with lack of knowledge. Then the attorney for Citibank (Law office of Haris & Zide) sent me Interrogatories and Admission. I did not reply (because I don't know how). Today I received 'Notice of Ruligns on Motion to Compel Responses to Interrogatories and for Monetary Sanctions & Motion to establish Admissions and for monetary sanctions' and 'Notice of Order to Show Cause'

Should I show up in court on that day? (one month from now). What should I do in defense?
