CA's proof of sending 1st notice

Does anyone know the standard of proof that a CA has to provide that they sent the 1st letter with the 30 to dispute ect...
I had one call and they never sent ( or I never got) the 1st letter. I wanted their address so I could send limited C&D.
Do I now have grounds for violation of FDCPA?
