Disputing Credit Bureau info

I am about to send off some letters to dispute some info, but I had two questions:
1. Do they have 30 days from the day I send the stuff or 30 days from the day the receive the letters to respond?
2. Do I need to prove that I sent the letters (certified), prove that they got the letters (return receipt requested) or both?
