Check with WhyChat, who'll refer you to TILA statues - federal - available on this site. Yes, a signed application can be a written contract, but credit cards are considered 'open account', not the same. You can use the Fed statute in state court, the other side will object, too bad. The states opened the door when they accepted suits on federally regulated instruments.

And yes, you are not alone in wondering if IL seceeded. Forget the locative preposition 'here', this is happening everywhere. FL is fooling people with this stuff too, 'The Florida Killing Fields' is a bold experiment by which consumers are shaken down by fraudulent malicious CA's filing nuisance suits, all with a wink and a nod from the state powers that be. Rules don't matter, or so they'd like you to believe.
Do not be fooled. Assert yourself vigorously, they'll realize you're not to be trifled with and move along to soft targets. This is a cynical numbers game in which bluffery serves as substitute for evidence and law. Until the consumer asserts his rights, then many a time the other side folds.
