Payment of Personal Property tax owed in 1989

A collection agency just contacted us about payment of personal property tax for our cars that was owed in 1989. This is the first time we have been notified. They told us they could not find us and did not have the Internet back then. This was for a town that we lived in at the time, we have since moved to another town about 10 miles down the road. We don't have any problem paying the original bill but we have a problem with the amount they are asking for which includes 14 years of interest at 18%. We called the town tax payers office and said we would pay the original bill which was not acceptable to the town. We also called the collection agency and said the same. The collection agency said that they would get a non court judgment filed against us and it would go on our credit report. We said that we would take them to small claims court first. There are several questions I have about this. 1. Is there a statute of limitations for this type of debt ? 2. Doesn't the town where we owe the money have to do due diligence on trying to contact us to pay before going to a collection agency? 3. What is the course of Action here? Also the cars were registered with the state, couldn't the assessor's office contact motor vehicle and find out where we were? We were not in hiding.
The debt was for partial year 1989. The state is CT.
