Received a letter from County Rev. Services Division

Hi, I received a letter from the San Mateo County Employee and Public Services Department: Revenue Services Div. The letter is stating that I have a balance of $1021. They are stating that the letter is a "Notice of intention to bring suit." My questions is this, do goverment offices handle debt differently? Will this go to a CA? It states that I have 10 days to pay, or a civil suit will be initiated to enforce collection. It also states that I have to show up in person to make arrangements to pay. What should I do? TIA
