over extended!!! any advice?!!!

I live in Calif. owe about 26K in CC debt, owe $4,500 in back taxes, I have no money to pay 2003 taxes, i'm self employed, do not own a home and i'm unable to find anybody to help me consolidate my bills so I can get ahead. Any advice as what to do? I'm most concerned about paying uncle sam first, but the penalties from 02 taxes and late fees 24% interest rates on my stupid cards are just burrying me. I make roughly $4k amonth but between rent utilties and diapers I can't get out of my hole! I hear BK is not good but does it stop the taxes too? Or should I just dare everybody that I owe $ to try to get water out of a rock? Thanks
