Question about Missouri Statute of limitations on a debt.

My freind had a refund anticipation loan in 1995, and this year, after she s-filed, they took her refund away to pay for it. What I'm wondering, is this legal? Is it possible that the statute of limitations has passed, and she can sue or whatever for the return of her income tax refund? she never received it, it was seized before she got it. I hate to rush, but info in this is needed asap. Thanks very much in advance.

In addition, could someone link me to an online copy of whatever law is applicable? Thanks again.
