Most likey, you got a collection agency that is trying to collect, that referred to the judgment.

A judgment is valid and enforceable for 10 years in NC.
If the judgment was entered 13 years ago, it is expired.

Send a validation/dispute/cease and desist letter to the collection agency. ( is it Txcollect?)
