Can a CA get assets you don't have?

I keep seeing "protect your assets" and advice to change banks if a CA may have your checking acount number. But what if the bank account has almost nothing in it? I mean, IF a CA gets an arb award, and try to sue me for it, and try to take the money right out of my account, can they take money out if there's barely anything IN the account? Can they take a few thousand bucks if there's only $100 in the accont, and leave me with a bank account that's overdrawn by that huge amount? Or would their attempt to get the money that way be turned down by the bank, since there's nothing there to take out? Just wondering.
