File complaints with the FTC, AG for your state, etc as usual. See if your neighbors will sign an affidavit or come to court for you and sue him into oblivion.

Check and see if NC has their own Debt Collection or Deceptive Trade Practices Act. Texas does and any violation of the FDCPA or Texas Debt Collection Act is automatically a criminal violation.

Let's stop with the civil action junk and put someone in jail.

(I'm currently attempt to get a criminal charge again a Northland Group employee and it looks like it might go. Will advise)
