It means that you have a choice whether your personal information (name, address, telephone number) can be part of mailing lists or phone call lists to market products to you. If you opt out, you are saying, "No, I don't want to be offered products by companies I don't already do business with." And you can also decide whether, say, phone calls are NOT OK but mail is OK, for example.
