You have to stop every inequity, every violation, no matter how small. "It is better to light one candle, than to curse the darkness." It is better to take down one crooked ca than to say- it doesn't matter because others will just take their place.

It is called the "Broken Windows" theory and it is the strategy behind Mayor Rudy's transformation of NYC into a decent place to live .

The concept is this: in poor neighborhoods, the broken window does not get fixed. This leads to larger damages that don't get fixed. Eventually, the neighborhood falls into disrepair.

So, the solution is to clean up the neighborhood and make the small repairs as they come up. In our case, take these crooks down one at a time if necessary.
