What makes you think it is from the police?? Is it on a police letterhead? Does it refer to Court action?

I think you are being scammed by a fake collection agency. I suggest you call the Court, and see if someone has filed a lawsuit against you, if not, call the Attorney General's Ofice and tell them that someone is impersonating a law enforcment agency.
