If you have the name and address of the CA, send them a cease and desist/dispute/validation letter.

If they call again, say this "please speak clearly and give me your name, your Company name and address, this call is being recorded for evidence in my complaint against your Company and you personally with Federal, State and (name of your County) law enforcement authorities for fraudulent extortion and criminal harrassment."
